1. His DD Form 214, Certificate of Release or Discharge from
Active Duty, be corrected to reflect his time at the United States
Air Force Academy (USAFA).
2. The Air Force Longevity Service Award with one Silver Oak Leaf
Cluster and one Bronze Oak Leaf Cluster be added to his DD Form

APPLICANT CONTENDS THAT:
His time at the USAFA from 1966 to 1970 is not reflected on his DD
Form 214.
The applicant's complete submission, with attachments is at
Exhibit A.
STATEMENT OF FACTS:
The applicant served in the Regular Air Force from 3 June 1970 to
31 December 1996.
The applicant provides no rationale as to why his failure to
timely file should be waived in the interest of justice.
AIR FORCE EVALUATION:
AFPC/DPSID verified the applicants entitlement to the Air Force
Longevity Service Award with one Silver Oak Leaf Cluster and one
Bronze Oak Leaf Cluster to his DD Form 214. According to AFI 36-
2803, The Air Force Awards and Decorations Program, graduates of
service academies are eligible for award of the Air Force
Longevity Service Award. DPSID also verified the applicant's
entitlement to the Air Force Outstanding Unit Award with Valor and
one Silver Oak Leaf Cluster. DPSOR will administratively correct
his records.
A complete copy of the DPSID evaluation, with attachment, is at
Exhibit C.
AFPC/DPSIPV recommends denial of the applicants request to have
his USAFA service time added to his DD Form 214. In accordance
with Title 10, United States Code, §971, Service credit: officers
may not count service performed while serving as cadet or
midshipman, service as a cadet or midshipman is not creditable in
computing length of service for any purpose (longevity or
retirement). This service may not be credited to commissioned
officers of the Army or Air Force or officers of the Navy, Marine
Corps, or Coast Guard. DPSIPV has initiated an action order
requesting AFPC/DPSOR process a DD Form 215, Correction to DD Form
214, to add the following statement in Section 18, Remarks:
Attended the USAF Academy in cadet status from 27 June
1966 through 2 June 1970. Service not creditable for any purpose
in commissioned officer status.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 4 June 2015, copies of the Air Force evaluations were forwarded
to the applicant for review and comment within 30 days. As of
this date, no response has been received by this office (Exhibit
E).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicants complete submission in judging the merits of
the case; however, we agree with the opinions and recommendations
of the Air Force offices of primary responsibility and adopt the
rationale expressed as the basis for our conclusion that relief
beyond that already granted administratively is not warranted.
Therefore, in the absence of evidence to the contrary, we find no
basis to recommend granting the relief sought in this application.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
